Our organization - the Department of Foreign Affairs Rank and File Employees Association was formed for the purpose of having a group to represent the Rank and File to negotiate with Management. This was organized and registered during and after the height of the DFA's preparation for the Phillipine Centennial Celebration (June 12, 1998). An Organizing Commitee composed of rank and file employees with some officers who acts as advicers was formed on the first quarter of 1998. The Organizing Commitee was responsible for the drafting of the Constitution and By-laws of the DFA_RFA. Each employe has voluntarily filled-up the Membership form. Almost all of the DFA's rank and file employes of the Department's home Office has voluntarily filled-up and signed the DFA_ RFA Membership Forms. Other members came from the Regional Consular Offices of Cagayan de Oro, Cebu, Davao, Iloilo, San Fernando and Zamboanga. Some of our members came from the Phillipine Embassy of Iran and Myanmar. Upon completion of requirements needed for registration to the Civil Service Commission, the Organizing Commitee decided to submit said requirements to the Civil Service Commission and to the Bureau of Labor Relations-Department of Labor. Hence, the Department of Foreign Affairs Rank and File Association has been duly registered pursuant to Executive Order 180 by the Civil Service Commission and the Department of Labor and Employment with Registration # 575 on June 25, 1998.
